[K42-discussion] hwconsole changes

I've committed a substantial change to hwconsole that requires each site
to adapt.
Basically, instead of copying files to $HW_IMGLOC, hwconsole will invoke
a script referred to by $HW_INSTALL. $HW_INSTALL will figure out what
$HW_IMGLOC means and how to get stuff there.
The hw_install script that I've put in (_watson.HW_INSTALL = hw_install)
does a copy, but also checks to see if $HW_IMGLOC us in ssh syntax and
if so wil use scp. That being said, I would like to see all site's
verify their settings with respect to this change, and I would like to
see all sites adapt to this change (the net effect of this would be to
remove the ugly "case" statement in kernel_install.sh).
